The Collapse of the 28-Article Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the crisis sparked by the introduction of a new 28-article proposal for ending the war appeared – briefly – to have been stabilised. A American diplomat spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of rocket attacks on Kyiv.

The Rhythm of Peace Talks and Military Action

The chain of opposing developments captured the harsh reality of the outgoing year. By day, diplomatic battles are waged: optimistic declarations are released from various governments. Significant resources is allocated on managing specific proposals. By night, the Kremlin brutally reminds the world that, for them, military action persists as the primary tool for achieving "resolution".

Nocturnal Warfare

As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is capable of detecting projectile deployments from across the border, a ability enabled by timely intelligence. From vantage locations, military aircraft that had been deployed to intercept incoming cruise missiles roared overhead – sophisticated military planes delivered to Ukraine by European allies.

Soon thereafter, Kyiv's air-defence systems engaged: defensive missiles fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, presumably supplied through partner states. Every deployment shakes the surroundings, rattling buildings. The moment of terror quickly becomes resigned acknowledgment: perhaps the hostile projectile won't hit its mark this time, preventing destruction from catastrophe and further power outages.

Persistent Threats

Soon after, a heavy machine gun opened up on a unmanned aircraft close by, part of a rapid response unit – probably Western-made equipment. Unfortunately, the projectiles didn't strike the hostile drone – it continued its flight toward its target.

Intermittently, this persisted until dawn. Kyiv awoke to the morning news: several casualties, damage and utility failures in numerous residences as a result of the night's assault. As customarily, everyone still continued their routines – living the war. But those 24 hours illustrated Ukraine's critical military reliance on external assistance – a reliance that regional partners are clearly incapable to substitute in the near term.

Ineffective Peace Efforts

The detailed framework from Washington provoked deep reactions, controversy and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.

Every new approach from Washington unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually achieve victory. This cycle will, certainly, persist.

Tactical Assessments

It is tempting to accuse certain parties of persistently promoting Russian terms. But that does not seem to be the whole story. American leadership works based on a assumption well known to seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The American government presumes that it is unrealistic to force Russia to relinquish the land that it already controls in Ukraine's southern or eastern regions.

The problem is that while acknowledging this situation, Washington does nothing to prevent Kremlin actions, through words or deeds, from assuming that the current condition will not evolve additionally in its benefit in the months ahead.

Conflicting Perspectives

Therefore, Moscow is certain that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their reason to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leadership remains highly assured in the result.

On the contrary, Kyiv believes that Ukraine can still endure, slowly losing lives and land but averting a complete military breakdown until conditions improve in its benefit.

Existing Situation

Objectively, there are no genuine requirements for a armistice. Now, subjective factors are coming into play: personal goals to broker a ceasefire and secure international recognition, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unworkable, so that their attention does not move to domestic problems. And although their task will now be considerably more difficult after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.

These opposing factors are influencing discussions.

Assessment and Future

It took a only one week to eliminate the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, latest revelations, all served their function.

While new initiatives based on previous concepts are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are based on Russian demands and reflect specific hesitation to modify developments, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, primarily depend on continued Western support.
